The European Network for Social Policy analysis will be holding its annual conference at the The Instituto Superior de Ciências Sociais e Políticas in Lisbon on the 14th-16th of September 2017. One of the streams of the conference this year is "At the edge of the welfare state: marginal populations as policy challenge", which will be an opportunity to discuss the situation of those who fall through the cracks of social security policies, such as rough sleepers and those with no permanent address.
The call for papers on the subject of "marginal living" and the policy responses to it is open now. Conference organisers are especially interested in comparative or interdisciplinary studies, as well as methodological papers on the invisibility of "the excluded". The deadline for submission is the 15th of March, and more details can be found on the website here
