PRODEC

PRODEC is funded by the European Programme on Integration and Migration (EPIM). The first phase covered the years 2017-2019, the second phase will last until 2021. 

The first phase of PRODEC highlighted three main issues:

1. the lack of comprehensive and comparable data about destitute mobile EU citizens;
2. a gap between professionals working within the homelessness sector and lawyers experts in EU free movement law;
3. the lack of structural collaboration with local authorities in identifying and testing good practices that effectively address destitution among mobile EU citizens.

Objectives

With these issues in mind, over the next two years, PRODEC aims at:

• collecting data and information about destitute mobile EU citizens;
• creating durable links between homeless service providers and lawyers;
• raising awareness, on the one hand, of litigation opportunities among professionals working with destitute mobile EU citizens and, on the other hand, of homelessness issues among legal experts;
• identifying the existing good practice related to services supporting destitute mobile EU citizens;
• involving and work with local authorities to address homelessness among mobile EU citizens.  

We will pursue these objectives through the following activities:

• data collection in a few EU cities carried out in collaboration with homeless service providers and local authorities;
• compilation of training modules that aim at guiding service providers and local authorities in dealing with destitute mobile EU citizens;
• the organisation of training workshops in 3 cities to test the training modules; identification of cases that might be the object of strategic litigation;
• showcase of existing god practice in local seminars;
• the organisation of 2 info session at the EU level.

Besides these activities, FEANTSA will also participate, together with the European Citizens Actions Service (ECAS) and Medecins du Monde, in all activities carried out within the framework of the Civic Observatory on the Rights of EU Citizens (CORE).

CORE

The CORE (the Civic Observatory on the Rights of EU Citizens) partnership was created in 2019 as a cooperation between European level organisations, FEANTSA, European Citizens Actions Service (ECAS) and Medecins du Monde. Its aim is to monitor and take stock of legal and political developments in the field of EU citizenship on an annual basis. This will allow the organisations involved in the Observatory to run and implement joint cross-sectoral initiatives and advocacy actions, to increase capacity and upscale the promotion of EU mobile citizens’ rights.

In 2020, the following activities were undertaken by this partnership:

• A policy paper analysing the obstacles to freedom of movement and political participation for mobile EU citizens, with a special focus on the most vulnerable.
• The report "Left Behind: voices of people excluded from universal healthcare coverage in Europe", written by Doctors of the World Sweden in collaboration with FEANTSA.
• An internal training/experience exchanges held online on the 5th November 2020.
