The Portuguese Assembly of the Republic is set to vote today on a document that guarantees the right to housing in Portugal as part of a national programme of rehousing. This plan would involve a national survey on housing need in the country and an evaluation of the Special Rehousing Programme (PER) that was put in place in the 1990s, but ran out of funds in 2009, Deputies from the Housing, Urban Rehabilitation and City Policies group have drafted the bill to provide a form of social security for those with no home. It comes on the heels of the visit of the UN Special Rapporteur on the right to adequate housing, who described the living conditions of some areas in Lisbon and Porto as "deplorable".
