For each peer review organised by HABITACT, an independent expert is commissioned to write a Discussion Paper. The paper describes the local policy model in detail, highlights challenges and strengths of the model, and proposes key questions for peer review.
In 2013, the city of Dublin hosted a HABITACT peer review on its "Pathway to Home" model.
